Edgar Arroyo-Cordero is a partner
of Bufete Arroyo y Asociados. Mr. Arroyo-Cordero
is experienced both in public and private legislation.
As part of the firm, he has provided legal services
in different areas of Costa Rican and International
Law. He was appointed Secretary of Interior,
Police and Justice in 1970-1974, and Secretary
of Housing in 1994-1996. He served during three
different periods as a Senator (Diputado) at
the Legislative Power of Costa Rica. As part
of the firm, Mr. Arroyo-Cordero has advised
in a major airline acquisition in Costa Rica.
He also provided legal services for a Hotel
chain purchase in Costa Rica by an important
Japanese investment corporation. As part of
the firmīs legal team, he has served
also as an out counsel for credit, banking and
financial institutions, handling contracts,
credit negotiations and trusts formation. His
is an out counsel for a regional bank and acted
as counsel for a Costa Rican branch of a Mexican

Edgar A. Arroyo-Quesada is a partner
of Bufete Arroyo y Asociados. Mr. Arroyo-Quesada
has a commercial and international trade background
and has been part of the Costa Rican Mission
for the European Community (European Union).
He has provided legal services as counsel for
several Costa Rican companies in product liability
and breach of contract in international litigation.
Mr. Arroyo-Quesada has also served as a Professor
of Tourism Legislation at an important private
University and has vast knowledge of the legislation
governing tourism in Costa Rica. He has also
served as an out counsel for credit, banking
and financial institutions, handling contracts,
credit negotiations and trusts formation. As
part of the firmīs legal team, he has
provided legal services to multi-national corporations
regarding its representatives in Costa Rica,
studies of corporate filing and incorporation
and labor law related issues. Fluent in English

JOSE UGALDE

Jose Ugalde
has ample experience in the field of government
procurement bids. For ten years, he served as
General Director of Government Procurement.
He has advised international and local corporations
in international bidding proceedings and in
direct government contracting. With an experience
of over twenty-five years, he renders legal
advice through the complete contracting process.
Mr. Ugalde has served as counsel for the preparation,
filing and analysis of offers. He also advises
on the process of objecting the terms of the
bid, appealing or defending an appeal of the award.
He is the author and co-author of several books
and articles related to Government Procurement
and he has often lectured on the subject. Education:

Andrés
Elliot engages in banking and commercial legislation,
trusts and testamentary legislation. Mr. Elliot
is a Professor of Commercial Law and Testamentary
legislation at an important Costa Rican University.
He has broad experience in assisting banking
and financial institutions in credit negotiations,
contract reviewing and court-ordered takeover
proceedings and foreclosures. Mr. Elliot is
also the Costa Rican Programme Liaison for the
International Law Program of Nova Southeastern
University, Florida, in the Human Rights and
Environmental Law courses. Fluent in English
and Spanish. Education: Universidad Santo Tomás,
Licentiate in Law, 1999.
